In the Units 3 and 4 Discussions, you created a thesis statement that offered a solution to a
problem in your community or workplace. In this unit’s Assignment, you will revise and evaluate
the effectiveness of that thesis using the Toulmin Model.
Part I: First of all, you will revise the provisional thesis statement that you generated in the
previous unit Discussion. Make sure the thesis is concise (1–2 sentences) and includes two parts:
a proposal for solving a problem and a reason that solution is needed. For more on creating
effective persuasive thesis statements, review the following Writing Center resources:
● “Give Your Paper Direction: Developing a Strong Thesis Statement”
● “Writing a Thesis for a Persuasive Essay”
Write your revised two-part thesis statement here, and be sure to include a claim + reason
(the “because” or “since” clause):
There are many inconsistencies within the Veterans Affairs (VA) Caregiver Program that is
putting our nations caregivers and veterans at risk of a tier drop or being dropped all together
from the Caregiver Program. There should be teams that are external to the VA such as a nongovernmental agency, civilian company, or a private organization at each VA Nationwide in
hopes that they keep the program accountable to the program guidelines set forth by Congress in
2010.
A proposal for solving a problem- There should be teams that are external to the VA at each VA
Nationwide that keep the program accountable to the program guidelines set forth by Congress in 2010. :
Since the success of this Veteran’s Administration (VA) service depends on consistent
implementation of the law set by Congress in 2010, there should be an external nationwide teams
established to be sure each regional and local VA has a representative who will hold them
accountable to the program guidelines.
A reason that solution is needed- There are many inconsistencies within the Veterans Affairs
Caregiver Program that is putting our nation’s caregivers and veterans at risk of a tier drop or
being dropped all together from the Caregiver Program. : The Veterans Affairs Caregiver

Program, which is a service for eligible veterans and service members to be cared for in their
own home by providing their family caregivers with benefits such as a stipend, health insurance,
counseling, training, and respite care, is putting our veterans at risk by removing some or all of
those much needed benefits and in some cases dropping them from the program because of the
inconsistencies used for qualification criteria.
What type of claim does this represent?
Policy- A claim advocating courses of action that should be undertaken.
This would be a policy proposal to keep VA’s nationwide accountable to the program guidelines
at all levels local all the way to the national level.
Part II: Next, describe how you will use the appeals of logos, ethos, and pathos to make your
argument more compelling to your audience. You can review the Writing Center resource on
the appeals here: “The Three Appeals of Argumentative Writing
Logos: The Government Accounting Office reports that when the ‘Caregivers and Veterans
Omnibus Health Services Act of 2010’ initially started, the VA was expecting roughly 4,000
veterans to qualify for the program. However, by 2014 the number of veterans in the program
totaled over 15,600 nationwide (Government Accountability Office [GAO], 2014). Which
shows that an external team with each VA Caregiver program can make sure the eligibility teams
are following the guidelines for qualification, due to the mass jump in qualifying veterans
(Government Accountability Office [GAO], 2014). What is the cost of keeping a young veteran
in external care (nursing home, home-health, etc.?) vs. family-based caregiver stipend?
Ethos: One objection I could see is that someone may say that it is easier to use an internal team
that is comprised of government employees to save money on hiring an external company. A
